Rationale for use of indicator

Child care is extremely important for the well-being of children who need care outside the home because of parental employment or because parents are permanently or temporarily unable to provide the necessary care. The Texas Department of Protective and Regulatory Services licenses these facilities in order to ensure that they meet established standards for protection of the health, safety and well-being of the children receiving care.
